XBA — What is a Private Employment Agency?
A private employment agency (XBA) is a commercial organisation that professionally helps job seekers find suitable roles and helps employers select the staff they need. Agencies create opportunities both within Uzbekistan and abroad.
Legal basis
Under the Law of the Republic of Uzbekistan No. LRU-501 of 16 October 2018 “On Private Employment Agencies”, an XBA is an independent commercial organisation registered with the state and providing employment services within the law.
Placement abroad additionally requires a separate licence issued by the Migration Agency under the Cabinet of Ministers.
Who is International Migration Line?
International Migration Line is a private employment agency licensed by the Migration Agency. It is a member of the Uzbekistan Association of Private Employment Agencies and participates in various job fairs.

What services does an XBA provide?

How does an XBA work?
- A job seeker or employer contacts the agency.
- A written service agreement is signed.
- Candidates are screened or prepared for work.
- The process is supervised by the Migration Agency.
Allocation of overseas job openings
From 2026, overseas job openings are allocated among XBAs through an open competition on an electronic platform. The Migration Agency publishes vacancies and licensed agencies take part in the selection.
Important rules for citizens
- A written contract must be provided before services begin.
- By law, job seekers must not be charged a fee for placement.
